Owing to our "going global" strategy, construction contracts for overseas projects and labor cooperation programs kept growing. How to guarantee overseas people's lives and property for foreign engineering contracts enterprises is a burning question in this situation.This paper studies the present security features, methods of the identification and assessment of the security risk factors, formulation of preventive measures and construction of the Safety Management System during the stage of implementation for foreign engineering contracts.This paper used the Delphi method to identify and analyze the security risk factors of the contracted projects overseas, which was divided into construction safety risk under natural conditions and overseas people's lives and property safety risk for foreign engineering contracts under social conditions, and formed a list of security risk factors.Since the methods applied for the assessment of the safety risk factors which had been indentified should be quantified according to their extent of harm, the Job Risk Analysis (LEC risk assessment method) was chosen, In order to get the large and significant risks which would have influence on the contracted projects overseas, safety risk factors were classified in accordance with the degree of risks.Through the evaluation of risk factors of safety, the safety of this paper, some of the put forward reasonable precautions to minimize these factors on the damage the project.Through the assessment of risk factors of safety, this paper proposed reasonable precautions to deal with the major risk factors, which would minimize the loss.In order to meet the "HSE" standard management system requirements and receive access to the high-end foreign markets, this paper proposed the construction of eight systems, which were of great guiding significance for foreign engineering contracts enterprises to establish and improve their safety management system.
