As the national economy and urbanization process of urban traffic is accelerating and exert a great impact, at the same time, the development of urban transportation also promoted the development of national economy, both interactive, the most significant performance is residents living standards, motor vehicle quantities increasing rapidly, and the urban automobiles cause rapid growth, parking demand is also due to the parking lot, lagging caused increasingly prominent contradiction between supply and demand of parking. Thus, parking problem and urban road traffic unobstructed closely related. In the next few years because of roads, parking lots, land and spatial resources inefficient configuration; Roads and traffic management facilities construction lags behind vehicles and traffic flow of development, parks and other static traffic facilities and other reasons, serious deficiency caused by traffic capacity will be reduced, and the traffic accident happens, city vigor decline, urban landscape and environment such destruction consequences, lead to more serious urban traffic problems, especially the urban parking problem will become urban transportation development and car consumption of bottleneck. How out of current our country many cities face parking dilemma, is a long-term and arduous task.In this paper, based on all kinds of parking facilities and demand situation investigation and analysis on the basis of the combined plenty of basic data, to cause status parking problem, analyzes the reasons and puts forward the research to produce "balance, difference, diversity, norm" car parking problem policy. In security under the premise of bus priority regional moderate meet, points, establish and perfect the parking demand parking security mechanism, guide the rational hold transport, car and reasonable realize dynamic and static traffic phase equilibrium, and sustainable development by 2020, parking system to realize "PeiJian parking is given priority to, the road outside public parking lot is complementary, inside road parking lot for added" positive development pattern. According to the parking demand forecast, respectively from the parking lot planning, industrial policy, the pricing system, management system and operation mode of the proposed five aspects of tianjin city center parking problem of specific measures.
