As the global process of urbanization speeding up, the demand for urban and rural construction land has been also increasing. How to make effective allocation of scarce land resources in time and space, to achieve full and effective utilization of land resources, to maximize social, economic and ecological benefit, which is the key of issue China faces in the process of land resources utilization and sustainable social and economic development.On the base of the studies of land use structure and layout optimization at home and abroad, this paper explored the theory of the urban and rural construction land for structural adjustment and layout optimization. The study area of Binchuan, this work researched the urban and rural construction land for structural adjustment and layout optimization in Binchuan based on GIS. With taking full advantages of powerful spatial data processing and analysis capabilities of GIS, the restructuring and layout optimization of urban and rural construction land were linked up effectively, the layouts gradually shift from "structure-oriented" to "space-oriented", from "static planning" to "dynamic, flexible planning". This study can be summarized as the following sections:1,First of all, based on GIS, the scale, structure and layout of the urban and rural construction land use in BinChuan were analyzed. By building respectively the driving force model, fixed index method, and the forecast method of project, the author predicted the urban and rural construction land use structure in2010and2020, Finally arrived at the optimized adjustment scheme of Binchuan urban and rural construction land use.2,Based on GIS, this work completed on index were selected from natural, socio-economic and policy factors. According to the curves frequency method, and the area is divided into highly appropriate region, moderately appropriate region, low fit region and not suitable region. Finally, on the basis of qualitative and quantitative analysis of the various regional, the paper analysed the rationality of the layout of urban and rural construction land use in Binchuan.3,Combined with the optimized adjustment scheme and the results of suitable assessment of the urban and rural construction land, the layout of the rural and urban construction land use reached optimization, and the structure and layout optimization were effectively combined. In addition, the study combined with the actual situation of Binchuan, from the macroscopic, put forward the initial ideas of layout optimization about rural and urban construction land,"a major growth pole, three secondary growth pole, a growth point".
