With the soaring development of Internet, the use of service technology based on Web is now being phased in all walks of life constantly. More and more users are willing to obtain from the Web browser the individuation and real-time which couldn't be achieved in the client system and by other means (such as television or newspapers) in the past, with no exception in the meteorological forecast area. However, the traditional meteorological forecast is not likely to meet people's needs evidently while the GIS system of the Internet and data communication technology can compensate for the deficiency in the meteorological forecast sector, thus promoting the combination of the GIS system with meteorological forecast industry.The meteorological forecast system in Qingdao illustrated in this paper is based on this GIS technology. Armed with GIS technology, it will be efficient for the system to collect, transport, keep and administrate the data of various observation stations in all districts of Qingdao. In this way, it will make a great contribution to increase the efficiency of coping with the meteorological information in Qingdao, combat all kinds of disasters concerning the weather and make people lead a sound life.First and foremost, this dissertation interprets briefly some basic knowledge about meteorological forecast, analyses the state of development of GIS in the meteorological forecast area at home and abroad and puts forward the development direction of meteorological forecast system based on GIS technology. Following this is the comprehensive explanation for the technical support and development platform of the system and then a demand analysis according to this system is carried out. Soon after this, the accounts of the overall framework and the operating ambient and development environment of the system based on B/S structure are just to ensue. In particular, the Database Design of the system is explained in detail. At the end of the paper, the specific function, interface and the critical technology (GP-service) of the system will be elaborated thoroughly. Besides, I will sum up the experience learned from the past and point out the drawbacks of the system. Great efforts will also be made to look into the future of it.
