Since the Google map service was offered by Google. Google Maps has increasingly become the major tool of searching requirement, which including querying the travelling information and checking the commercial outlets.ect. In particularly, Google provides a set of free Google Maps API. Therefore, developers can use the Google Maps easily, embed it in the Html pages, and realize more practical functions.The development mode based on map service lead to several new progress in WebGIS, With the extensive application of Ajax, a network technology, WebGIS with B/S architecture is also affected by the new mode. This new development mode is based on map services as the data, JavaScript as the development language and a web browser as a platform. The complex functions of the mode such as data analysis and processing will be implemented in the server on background. Developers just need to do the programming and developing work in the client and call the service on background. Then the final result of the operation will be displayed on the web browser.The WebGIS development mode based on JavaScript scripting language is changing with each passing day, the ArcGIS JavaScript API also has been launched by ESRI. and it is used to build Web application in a lightweight way, used to implement more complex functions. Based on a thorough study about the Google Maps API and the ArcGIS JavaScript API, this paper achieves to build.Firstly, this paper describes the research background and the application actuality of WebGIS and Google Maps. Aims at the difficulties of vector spatial data collection in the current method, paper brings forward a new collection mode, makes this collection method as the main contents, and expatiates the purpose and meaning. Secondly, the paper establishes the theoretical basis of the platform through introducing related theories of knowledge as a brief about WebGIS, Google Maps API. ArcGIS JavaScript API in contents, setting the basic framework of the vector data collection platform based on Google Maps initially and raising the capabilities and goals of platform development. Thirdly, the paper makes a detailed description about the Google Maps API, ArcGIS JavaScript API and the core technology of ArcGIS JavaScript Extension for the Google Maps API, through the code to compare the three API functions of the link between class and distinction, especially the class of FeatureLayer in the ArcGIS JavaScript API, and raises the main methods of vector data collection which realizes the function of online editing by Feature Server. Finally, it designs the interface of the whole platform, introduces the function of vector data collection and the method of the buffer deeply, and takes Nanjing Chemical Industrial Park as a case study to achieve specific application of the vector data collection platform based on Google Maps.Nowadays, with the rapidly changing Internet technology, it will become a new development direction of GIS to edit spatial data online and make more complex operations to achieve more functional applications.
