Emergency plan is built on the basis of safety evaluation of specific equipment,facilities, places and environment. It plays an important role in emergency disposalprocesses to reduce the accidents of the person, property or environmental loss, ensurerapid and efficient emergency rescue operations.Abstracting the key elements and disposal measures of emergency plan to form aformal, computer understandable emergency plan template to achieve when theemergency occurs, managers could handle, schedule and coordinate the emergency withthe help of established plan template. Emergency information sharing and centralized,efficient emergency resources scheduling and allocating is the main research direction ofdigital emergency plan, but the fixed disposal process cannot adapt to complex emergencysituation.In this disseritation, logic programming and decision-theoretic planning are used tostudy emergency decision basing on emergency plan templates. Situation logicprogramming is used to formal represent emergency plan, its fixed disposal processes andprovided the interface of nondeterministic disposal processes. Markov decision processes(MDP) is used to generate disposal scheme dynamically for nondeterministic disposalprocesses according to the emergency situation on the basis of the interface provide bysituation logic programming. This approach is achieved through DT-Golog which is adecision-theoretic extension of the Golog framework that allows one to specify MDP in afirst-order language. DT-Golog offers a synthesis of both decision-theoretic planning andprogramming.At last, China Yangtze Power Company's person rescue plan template is used toillustrate the validity of this method.
