The frequent occurrence of natural disasters,especially earthquake disasters,has brought huge losses to human society.Thus emergency resources deployment,which is the key link of emergency response,has attracted more and more attention.As the core decisionmaking issue of post-earthquake emergency response,emergency resources deployment is of great practical significance to the safety of people's lives and property and social stability.Therefore,according to the specific characteristics of emergency resources deployment under the background of earthquakes,this paper investigates the plan generation and adjustment of emergency resources deployment based on hierarchical task network planning.Taking Ludian earthquake case as the breakthrough point,this paper analyses the situation of emergency resources deployment in Ludian earthquanke,and summarizes the characteristics and difficulties of earthquake emergency resources deployment.Furthermore,based on the advantages of HTN planning in solving emergency resources deployment problems,the emergency resources deployment problem model for HTN planning is constructed,and the HTN planning algorithm for emergency resources deployment plan generation is designed,including modules of resources estimation,emergency resources allocation and transportation team selection.The algorithem is implemented on the basis of the HTN planner SHOP2.For the scenario with execution exceptions that may occur in the dynamic emergency environment,a planning-execution framework is proposed,and the plan adjustment method is designed and implemented,including identifying the adjustment range,updating the task network,and the system state.Finally,an experimental study is constructed according to the emergency resources deployment process in the Ludian earthquake,and the feasibility and effectiveness of the proposed plan generation and adjustment method are verified.Based on the background of earthquake disasters,this paper studies the problem of emergency resources deployment from the aspects of planning problem model construction,HTN planning algorithm and plan adjustment method,so as to provide decision support for resources deployment in the emergency response process.
