With the developments and changes of the world，all types of emergencies such assnowstorms, earthquakes, landslides and natural disasters such as SARS, terrorist attacks,frequent invade of the world we live，and have a significant impact on personal security,ecological security, environmental security and national security。 How to prevent theoccurrence of unexpected events and to minimize the loss of emergencies, The emergency planplays a crucial role in the entire emergency management system.Emergency support is part of the contingency plans, including organizational structure,human resources, equipment and materials, communications platforms, mapping information, etc.The perfect character of emergency support is the premise of an effective response toemergencies,and it also is one of the foundations of effective physical security and informationservices infrastructure to carry out emergency drills and emergency rescue work and contingencyplans to run, and with accident standardized management, material coordination, publicprotection, emergency response training and emergency drills together becomes contingencyplans for technical support, effective measures to respond to emergencies. Emergency thematicmaps, especially in recent years played an important role in the process of floods,and Southernsnow and ice storms, and the Wenchuan earthquake emergencies.Current existing emergency thematic maps lack standard symbols and design, and theproduction process is complex, and its application and accuracy can hardly meet the needs of thecurrent protection. This thesis puts forward emergency thematic map template concept，withthe analysis on the symbol standard and emergency thematic map symbols, and by means ofexperimental, constructs emergency thematic map symbol system; it summarizes the designprinciples of emergency thematic map template, and selects and combines the existing data withthe base map modules, feature modules, finishing module according to a certain principle, andforms the emergency thematic map template; This thesis uses seismic hazard maps as anexample to explain how to use software to carry out emergency thematic map design andproduction, and through emergency thematic map template holistic evaluation, forms earthquakedisaster emergency thematic map "expertise" templates. This thesis completes the change of theemergency thematic maps design from empirical way to rapid way,and shortens the productiontime,and improves the mapping efficiency,and plays the prominent role in using emergencythematic maps to respond to emergencies better.The thesis completes the following research, including6aspects:1.Studies the basic theory of the emergency thematic maps,summarizes the emergencyclassification of thematic maps, the role and characteristics，analyses the existing production process.2.Analyses the content and representation of contingency thematic maps，determines thedifferent categories of emergency thematic map representation.3.Improves emergency thematic map symbols through the research on a large number ofexisting domestic and foreign symbols，referring to the relevant symbol standard and designs,and at last establishes three emergency thematic map symbol systems，lays the foundation forthe template design of the emergency thematic maps.4.Studies the emergency thematic map base map modules, thematic modules, designedexpression of the various elements in the finishing module，puts forward Emergency thematicmap template design principles, and forms the emergency thematic map template by modulecombination.5.Designs the template of a number of seismic hazard maps using the proposed principlesand methods of template, and uses software to achieve the rapid production of seismic hazardmaps, at last, this thesis gives holistic evaluation through experiments on the seismic hazardmaps template,6.At last, this paper summarizes the research achievements and future research directionsfor the problems.
