| With the development of computer and network, "Electronic Government" is becoming an important mode for government daily operation. Land registration system is an important component of "Electronic Government". In this paper, we analyzed the characteristic of land registration operation, considering the requirement of Role-Based Access Control, workflow customization and graph-document circulation in land registration system, researched the key techniques, designed and developed an experimental system of land registration based on ArcGIS Engine.The main work and researches are as follows:1. The current system access control models are compared, including Discretionary Access Control, Mandatory Access Control and Role-Based Access Control. Considering the advantage of Role-Based Access Control model, which separate the subject and object by roles, it makes the access control more flexible and easy. In this paper, Role-Based Access Control model is used to control the access of system, customize the roles and the rights, and construct the relationship between them. Thus the administrator can manage the users easily.2. In this paper, the land registration business stages are regarded as nodes. The name, rights, and executable affairs of the nodes are designed respectively. The land registration functions are finished by the affairs of the nodes. By amending the location of nodes, or adding, modification and deleting a node to change the workflow of land registration system.3. A demo Land Registration system used to Manage Geographic and Documental Information is developed based on ArcGIS Engine. Oracle Database and Visual Studio C# 2005 are used to implement this system. The functions of role-based access control, workflow customization, transferring the Geographic and Documental Information from one node to another, highlight the related parcel, and forms building automatically or semi- automatically are implemented. |
