Safe Production and Safety Management is becoming more and more important with the economic development especially for oil exploration industry. Thanks for its significant contribution on resolving the energy shortage problem and promoting the social economic development, Safe Production and Safety Management have become the prior concern from the very beginning for the oil exploration industry due to its associated high operation risk.Aiming on Incident Free Operation (IFO), beginning with the definition of Organization Safety Culture (OSC) and its associated elements, based on the summary and conclusion of the history studies, using both the theory research and case statistics methods, taking offshore oil development as the example, this paper researches the relationship between the OSC and its associated elements and the Organization Safety Performance.This paper describes the concept of the OSC, outlines the 3 key elements of the OSC as listed Safety Education Program; On Site Safe Operation Management Program and Employee Safety Awareness. This paper discusses the reasonability to use Total Recordable Injury Rate (TRIR) as the key indicator for the organization safety performance measurement, establishes the module/flowchart of the OSC and its associated element and the Organization Safety Performance. Based on the statistics of the survey, this paper concludes the following points:There is significant positive correlation between the OSC and the organization's Safety Education Program, on site Safety Management Program and the Employee Safety Awareness.The Organization Education Program combines mainly the Organization Safety Training program, Safety Leadership/Demonstration, Safety Best Practice and Lessons Learnt sharing Program; The On site Safety Management relies on the implementation of Permit to Work (PTW) program and Job Safety Analysis (JSA) program, the intervention with unsafe behaviour and the on site safety supervision work; The Employee Safety Awareness can be indicated by their safety consciousness with their work, their safe operation skills and their ability to identify the risks.The promotion of the OSC can significantly improve the Organization Safety Performance which is can be mainly indicated by the Total Recordable Injury Rate (TRIR).The research and conclusion of this paper can provide useful information and reference for other industry to promote its safety management so to promote its Organization Safety Performance.
