China Air Traffic Management Safety Culture

Human security quality is not only that of awareness, knowledge and skills, and safety culture theory reveals that the quality of humam security also includes ethics,emotions,cognition,attitudes,values,moral standards and codes of conducts and so on.. The understanding of the safety culture on the content of the quality of safety has the profound significance .The construction of safety culture affects the ATC staffs' concepts ,awareness,attitudes and behaviors from invisible way to the obvious one through the creation of a good atmosphere znf human security coordination throughout the man-machine relationship .Thus the unsafe behaviors arecontroled in order to reduce man-made accidents.Safety culture is taking a "soft" measures to the prevention of accidents.So it has a long-time strategic significance.This innovation of the paper describes the air traffic control elements of the safety culture and interrelationship of ATC safety culture round structue by the geometric shapes. It also expoundes the theory of the ATC safety culture and though the remodeling of the safety culture of a certain airport station,it puts the theory in practice ,to direct the practice and proposes the solution .To improve the building of our national ATC safety culture, it provides the theories and evidences.On the other hand, it also tests and improves the the theories by the security audit and security assessment.The first chapter introdues the backgrounde,innovation and further research directions of the thesis.The second chapter ,the safety culture is reviewed. The sixth chapter assessesthe safety culture after the construction through safty culture audit and assessment and focuseson the main points of the safety culture.
