With the development of the global networked economic, multi-project management has become an effective method of allocating resources more rationally in businesses, with the purpose of pursuing greater economic profit. Because software development businesses have a particularly strong dependence on people of software, and their development and growth of profit are totally dependent on the staffs mental labor, in the software development businesses, multi-project management is performed in the area of the allocation of human resources. It is called the dispatch of human resources among multi projects. According to the poor status of multi-project management in the software development businesses, by analyzing it' s causes, and connecting with Dynamic Programming and relative important classification for projects, this paper has put forward a new way of dispatching human resources among multi projects.Six parts are there in this paper:Part one has analyzed the poor reality and it's cause of multi-project management in the software development businesses, to find that the cause is lacking rational dispatch of human resources. And it has given the status of research on similar issues.In order to find suitable method of dispatch of human resources in multi projects in software development businesses, Part two has explained the concept of human resource, dispatch, and the progress of software development. Then, it has introduced the Dynamic Programming approach and the Multi - attribute decision-making method.Part three has focused on the establishment of a dispatching model of multi-project human resources. Before establishing the model, this part has studied the relative important classification of project, project phasing, determination of the number of human resources for each phase, and method of human resource dispatching, for the purpose of providing the basic of the model. The establishment of the model involves Dynamic Programming, but not pure Dynamic Programming.
