Since the 1980's in China, as a new kind of install form in HR market, Thehuman resource dispatch always develop quickly with the advantage of itself. But thehuman resource dispatch is still in the development stage currently, and there exposessome problems during the period of development, including the disunity of thedefinition in labor relation, having no regularly operating processes, particularlylacking of the mechanism for encouragement. Because of this problems, thedispatched institution, business enterprise and workers be dispatched all undertakemore risk. The main reasons why exits these problems are that: The first is that Peoplehave no deep understanding in HR dispatch (a new kind of labor form); The second isthe absence of law in HR dispatch. The relationships among the dispatch institution,business enterprise and the workers be dispatched are very complex and distinguishedform the traditional labor form. But until now, there is still no concrete laws to definethe relationships among the roles in HR dispatch. In order to promote thedevelopment of the HR dispatch healthily, it is necessary to strengthen theunderstanding of the basic theories and the function of the HR dispatch, analyze thebasic mode of the HR dispatch. According the existent problems and the presentcondition in the development of HR dispatch, to put forward some counter plans toperfect the HR dispatch.
