As China's socialist market economic system's development, the human resources, as a production element, more and more depends on market distribution. Human resource dispatch turns up and develops quickly as relax of our HR policy; diversify of personnel choice and usage system, implement of appointment system in institutions and the change of human's ideas. Not only the enterprise, but also more and more institutions choose human resource dispatch as the fist measures of their human system revolution. And now, human resource dispatch has become a focus in the field of human resources management.As a special group, much of the research-based institutions have the phenomenon of easily employing and hardly dismissing. So, on the basis of summarize of the research of scholars, the article choose ESTB project (Establish a Synergetic Developing System of Tobacco and Cigarette Brands) as a case, analyze it's pattern, effects, problems in the use of project human resource management theory and transaction cost theory, and lastly the article applies for some suggests in how to optimize the human resource dispatch and distribute human resource much more reasonably on the bases of analyze in the reason of ESTB project's risks.
