With the development of mobile communication technology LTE (Long Term Evolution), global mobile communication technology is heading to the4th Generation rapidly. In global area, most of the mobile communication service providers are deploying their4th Generation mobile network; there is a great opportunity for all of the mobile communication equipment vendors. The4th Generation network deployment project is a typical multi-project, during the multi-project, the mobile communication vendors might surfer the project human resource requirement confliction during several sub-projects. So, for these vendors who will participate China mobile’s the4th Generation network deployment project need to handle the human resource allocation properly by using multi-project resource balance optimization method, to make the human resource allocation more efficient, which can lower down the project cost, to finish the project in high quality.This thesis is a study of human resource balance according to multi-project management; this thesis’s study is based on the analysis of domestic and foreign literature and also the research results. First of all, this thesis studies the key role of human resource balance in china mobile the4th Generation network deployment multi-project at one city, as well as the great significance of resolving the human resource balance for this kind of multi-project management. And then, this thesis has analyzed the cause of the resource confliction during the multi-project management, and defined the way to handle multi-project human resource balance. At the next, this thesis has done a detailed description and comparison between three algorithms which has been used to solve multi-project human resource balance, based on this, one sorted heuristic algorithm has been raised up to solve multi-project human resource balance. Firstly this thesis has given a general analysis for one city’s china mobile the4th Generation network deployment multi-project’s project structure, and then defined the analysis of resource balance issue’s target, work breakdown structure and critical path method have been used during the analysis, selected the Non-Critical tasks from the project plan, made the project planning and using the sorted heuristic algorithm’s iterative method to calculate the human resource balance result and match back to project plan. This thesis has done a detailed description of the general heuristic algorithm and sorted heuristic algorithm’s how to solving the human resource balance in multi-project, and also build-up one data model for this multi-project human resource balance issue.Based on the above research results, this thesis has done one city’s china mobile the4th generation network deployment multi-project’s human resource optimization by matlab software programing according to sorted heuristic algorithm, the optimization result have been shown in this program. The advantage of this method is that, it is easy to adjust the input data if there is actually some adjustment happened in project, and also given out the comparison of before and after the optimization which can prove this method is effective and practical, it is a suitable solution to solve this kind of multi-project human resource balance issue, and it is quite easy to understand.
