| While more and more enterprises are facing the challenge of multi-project management, it has been the focus among researches on project management. In multi-project circumstance, the share and competition on resources such as capital, time and human resource often occur. Therefore, enterprises should allocate each resource especially human resource reasonably and effectively, in order to shorten the time and the cost of projects and to increase the benefit.This paper is based on human resources allocation in multi-project. This paper is also based on the analysis of relevant articles from home and abroad. Contemporary researches on human resource allocation are introduced. And the methods of calculation and optimization are also summarized. Then the paper puts forward some new ways to solve the problem.The main content of this paper contains two components. These two components have researched on the following aspects, i.e. the evaluation of the multi-project's priority and the human resource allocation based on the priority and the cost of the projects.The paper presents the affecting factors of the evaluation of projects' priority. Then Balanced Scorecard is used to build up the evaluation index system. Finally, the Fuzzy evaluating method is used to quantitatively evaluate the priority.After the multi-project's priority has been calculated, it's introduced into the mathematic model of human resource allocation. The objectives of the model are the minimum cost loss due to the delay of the time limit of the projects and the minimum delay for the project with the highest priority, which are to reasonably allocate resource and to achieve the final objective.
