Managing localization of human resource is the core and difficulty of international human resource management. And how to define the degree of managing localization is the important topic in "Global Economic" times.Firstly, the paper categorizes four types of the multi-national corporation managing localization model basing on two following dimensions: the degree of the managing localization requirement, and the degree of environment restrict from the factors which will affect the defining type, we fine out that there are four types of the multi-national corporation condition, high demand and low restrict, high demand and low restrict, low demand and low restrict, low demand and low restrict, and then analyse that the multi-national corporation will have four types of tactics to carry out the managing localization of human resource strategic: positive, middle, restricted and passive, lastly, the conclusion is :if the condition is high demand and low restricted, we should select the positive tactics, achieve the high degree of managing localization ;if the condition is low demand and low restrict, we should select the middle tactics, achieve medium degree of managing localization; if the condition is low demand and high restrict, we should select the passive tactics, achieve low degree of managing localization, if the condition is high demand and low restrict, we should select the middle tactics, and achieve the medium degree of the managing localization, and find some apocalypse for our multi-national corporations.
