Tiebout Model In The Northwest Rural Public Goods Supply

The supply of rural public goods has a great effect on the development of the economy in the countryside and that of the society. Especially with the implement of t the tax-for-fee reform ,and the end of the agricultural taxes have reduced the villager burdens, but it badly effect on reduce of rural public goods and services, for example, local health care, elementary education, township number and county fiscal expenditure. For region of the Northwest, a relative lagging district, it has more serious effect. So, how to improve efficiently the supply of rural public goods, the paper takes the point of peasants' demand, and based Tiebout Model, begins the research.At the beginning, the theories of the public goods are introduced simply, and then review some rural public goods viewpoints which come from domestic and foreign scholars, then the author define the concept of rural public goods. Then Tiebout Model and relative theories are introduced, as the foundation of later research.Then, the problems existed in the supply of the Northwest district public goods of current village are investigated. The tax-for-fee reform made town government not carry out basic function and the management capacity decreases in rural public goods and services areas. And it has several problems: firstly, there is not effect communication between suppliers and demanders of rural public goods; secondly, it has the deficiency of supply decision duties; thirdly, low-effectively supply of the Northwest district.Furthermore, we used the investigated data on the spot to do some statistics analysis for the Northwest rural public goods supply anddemand------take Shanxi Province as an example, and make somecomparation. After the process of combining quantitative analysis and qualitative analysis, it has a simple amendatory about Tiebout Model tomake another model------ 'Tiebout Model of China Northwest' . Last,based the second model, the paper provides some usage suggestions for the reformation of the supply of Northwest rural public goods, which rural public goods, which become the summary of the article.
