Research On Constructing The Demand-led Rural Public Goods Supply System

Effective supply of rural public products is the foundation of countryside development. It is an important function of government to supply rural public goods, which takes an important position in the socialistic new country stratagem. At present, the supply system of rural public products has serious defect, and it has become the bottleneck of rural areas' development. There are many problems in supplying rural public goods, such as short quantity, unreasonable structure, contradictions between different areas and so on. This thesis tries to analyze the historical progress and the disadvantages in the supply system of rural public goods at present, with the theory of institutional economics, public goods, public choice and microeconomics. To solve the problem, the thesis discusses how to construct a peasants' demand-led rural public goods supply system in rural areas, based on the research on peasants' demand of rural public products. The thesis reviews some factors and advances some structural arrangements about peasants' demand-led public goods supply system.The structure of the thesis is as follows:Have explained the reason of this selected title and meaning of this problem of research mainly in chapter one of this thesis, and most current scholars have carried on the comprehensive summary to the view of the rural public products correctly. Chapter two regards public economics as the foundation stone, explains the characteristics of the public product and rural public product separately. Chapter three analyzes Chinese supply system of rural public products historically, and makes a conclusion that the rural public goods supply system at present is governments' supply-led style. Chapter four briefly states the problems in supplying rural public good in China, such as short quantity, unreasonable structure, contradictions between different areas and so on. Chapter five gives a comprehensive analysis on the status, reasons and characters of peasants' demand of rural public products public goods. Chapter six reviews the innovation in rural public goods supply system in rural areas. It is necessary to construct a peasants' demand-led rural public goods supply system. Also, this part advances some structural arrangements about peasants' demand-led public goods supply system.
