The tendency of international logistics' globalization has accelerated the rapid development of port logistics. The rapid increase of the amount of cargo that pass through ports is putting high demands on the efficiency of port logistics. To be objective, clearance progress such as declaration and inspection decrease the efficiency of port logistics a lot. However, inspection of customs is necessary, which guaranties the good order of cargo flow. So, customs is an inspection institute which limits the speed of port logistics and provide optimum environment to it.This dissertation tries to discuss how the efficiency of clearance influences the efficiency of port logistics, which manages to achieve it following this order:Firstly, it makes it clear that clearance is an important process in port logistics. When port logistics develops no a high level, it'll necessarily put very high demands on the efficiency of port logistics. Enhancing the efficiency of clearance is vertical to enhancing the efficiency of port logistics.Secondly, it compares the present situation of clearance of China and some developed countries and analyzes the problems of clearance in China Customs.Thirdly, it introduces the present situation of several developing countries' customs modernization initiatives and China's "Great Clearance". Then, it compares and analyzes them in technology, management, legislation, training these four aspects, which will be the base of suggestion put forward later.Last but not the least, it suggests learning from customs modernization initiatives of successful developing countries and puts forward measures that should be taken in customs modernization initiatives of China Customs.
