The Customs Clearance Efficiency Of Chongqing Waterway Ports

With the policy of "establishing the Yangtze River comprehensive transportation system and building a high-quality development economic belt" proposed,Chongqing,one of the three major shipping centers of the Yangtze River,actively promoting the construction of Yangtze river comprehensive transportation system and high-quality development of Yangtze river shipping has undoubtedly become the focus of work in recent year.As an important indicator to measure the degree of openness and the long-term development potential of a regional economy,ports play a pivotal role in this process.Chongqing Water Transport Port,as the waterway port toward opening-up in Chongqing,stimulate the high-quality economic development process.Port clearance facilitation is the top priority of port construction and an important category of trade facilitation.The efficiency of port clearance is directly related to the facilitation of port clearance.Considering the above background,this paper decomposes the factors affecting he customs clearance efficiency of water transport ports from four dimensions,including the pre-description,the review process,the taxation link and the inspection link of the customs clearance process based on the current customs clearance mode of Chongqing water transport port.On this basis,the customs clearance efficiency of Chongqing waterway port is evaluated,and the corresponding efficiency improvement strategy is proposed.This paper takes the import and export container cargo of Chongqing Water Transport Port as the research object.First,the current situation of the construction of waterway ports from the aspects of port construction,port customs clearance organization mode,port customs clearance supervision reform and port customs clearance informatization are analyzed.Second,through the portrayal of the overall customs clearance time and customs clearance process of foreign trade goods at the current port,the characteristics of customs clearance mode of Chongqing waterway port are analyzed.Third,the efficiency evaluation index system is constructed according to the customs clearance process of the port.And then data were collected through questionnaires.The collected 162 valid questionnaire data were used to conduct exploratory factor analysis and correlation analysis on the indicator system to determine the final indicator system:4 first-level indicators and 19 second-level indicators.Finally,based on the method of entropy weight fuzzy comprehensive evaluation,the customs clearance efficiency of Chongqing water transport port is measured,and according to the evaluation results,the countermeasures for improving the customs clearance efficiency of Chongqing waterway ports are proposed from the perspectives of customs clearance,policy recommendations and enterprise measures.Based on the customs clearance process of Chongqing waterway port,this paper puts forward an evaluation index system and evaluation method suitable for the efficiency measurement of waterway port customs clearance,which enriches the research on the efficiency evaluation of existing port customs clearance and provides decision-making basis for the operation management of Chongqing waterway port.
