.Since the 21st century, the human being has stepped into the information society;t he Information technology has become an important trend in the world, and it also is po werful driving force during the process of the China's modernization. In modern govern ment agencies, the information management work is playing an increasingly important r ole.Therefore,the government must strengthen its construction of information infrastru cture, that is to ensure the governments can keep the solid management Foundation and service capabilities in growing and rapidly developing business process by the informat ization of governments'basic business flow and transaction processing, the informatiz ation of internal control of the government and implementation of control procedures to promote the Government's sustainable development.The paper takes the office business of communist party of ChiShui City, GuiZhou Province, as the background, and the principle and methods of software engineering is u sed to analyze and design the automation system. The business flow of office automatio n is explained in detail, and the use cases are used to express the function requirements of the system. The system design is given based on this, including information transferri ng, outgoing messages of municipal committee,outgoing messages of joint municipal c ommittee, outgoing messages of office of municipal committee,the management of inc oming messages, fax and telephone recodes processing.The technology used to realize the system implementation and the security issues to consider are discussed.The system is a planed project and will be implemented by the communist party of ChiShui City, and it is not used at present, while the implementation of the system will s ignificantly improve the efficiency, the working level of the management staff to acceler ate the economic and social development.
