With the arrival of knowledge economy Era, competition for talented people becomes the core subject in the worldwide competition of knowledge and technology, especially fierce for high-tech talented person Countries around the world put the competition for talented people on an important strategic position. At present, countries around the world are adjusting their education and training system, expanding money input and strengthening dynamics of cultivating the tech-talented people to improve the domestic labor's quality as a whole and adapt to the demand for talented people of knowledge economy Era. Using computer to realize the Public Security HR Management becomes the impending need presently.The object of establishing Public Security HR Management information system is to make use of advanced modern technology to manage HR information system and serve for the development of Public Security. An optimized Public Security HR Management system includes two modules: One is to make sure the system operating correctly, timely and interactively, namely, e-HR Module. It helps Public Security HR Management to provide a better space to reveal value, and ensures high efficiency and innovative concept of Public Security HR Management. The other emphasizes on existing information statistics, categorization and processing, namely, HRMS Module. These two modules are paralleled as well as integrated, only to combine these two modules together can not only standardized data processing but also ensure a steady flow of information, thus let Public Security HR Management exert more power over the development of Public Security system.This thesis is based on the operation of Public Security HR Management, combined with the theory of HR management, designed an information system of Public Security HR Management and created a people oriented, reasonable and scientific HR management program. In this paper, it firstly discusses the main theory and key technology used in the process of system development, including Web service and data access, and then confirms the system is made up of data centre, HR Web site, HR information management and HR SMS sending through comprehensive analysis. It analyzed each module's objective necessity and working procedure, fixed system's design principle, developing environment and research methods; finally, it discussed in detail the design and implementation of Public Security HR Management, tested the system as well to make sure it can be put into use and realize the expected objective.Public Security HR Management has gradually transformed into strategic HR Management, become people oriented HR Management. It opened up police's potential continually, and made police be hopeful with future. The development and management of HR has become an important area of Public Security System.
