To develop an application system capable of collecting, analyzing, counting, sharing, giving feedback to and announcing human resource information by making full use of the modern advanced information technology and developing a human resource management system of a college reasonably is a very fundamental but important work to improve faculty's quality and an effective guarantee of the reform and development of a college's personnel system.Human resource management, the most time-conscious part of a college's management, has huge amount of work and numerous and jumbled information to process. It affects the overall situation, demanding high quality. With the rapid development of higher education, human resource management of a college has changed a lot. It demands not only the command of the personal information of the staff but also the management of their archives, salaries, appointment of professional titles, performance appraisal as well as talents recruitment, personnel structure analysis and the information statistics of the personnel, etc. In view of the urgency to enhance human resource information management of Xichang College and the present situation of the information management system and the development of human resource information management, a system is designed and developed to manage the human resource information of the college.This system, designed according to the content and features of human resource information management and the present situation and tendency of human resource management of Xichang College, shows the notion of human resource management of the college and the key technology to realize it. In addition, on the basis of the analysis of the implementation of human resource management of the college, the system is designed globally and in an elaborate way according to rules of software engineering and system's demand. Besides, it highlights interaction, simplicity and visualization of operation. To achieve this, the Information System of Xichang College's Human Resource Management is designed under the Web architecture by employing the quite popular B/S pattern. Compared with other systems, its advantage is that it can be used by both administrators of human resource, a handful of leaders and all faculty members and site browsers. But what they have access to depends on the privilege they enjoy. This not only facilitates human resource management but also satisfies the demand to share faculty members'information. Furthermore, it can provide accurate and overall data analysis for personnel administration in time. These will enhance the efficiency and quality of the college's personnel administration and decision-making and make the modern personnel administration of the college through computers come true.To sum up the above discussions, the framework of this system is accomplished after a year's effort by applying MVC design pattern and PHP technology. So far the modules of appointment of professional titles, the management of personnel's information, talents recruitment as well as annual performance appraisal of the personnel and the fundamental part of system management have been developed. The system will be put into formal operation after rigorous unit testing, integration testing and system testing. Now it is in a test run.
