Comprehensive budget management is the management system of all dimensions,all processes and all members participation around the mainline of budget management in the Mobile Corporation, is the entire closed loop management to company's conduction and management activity implementation from target setting, budget planning, executive control and analysis to the system of reward and punishment, which proceed from the company's overall strategic objective, through scientific budget process and rational organization guarantee system, balancing the relation between responsibility ,right and interest, sufficiently coordinating every levels of company's conduction an management, applying value form, on the basis of strategy decomposition and business plan formulation.In the traditional budget management pattern, the annual budget objective firstly assigned by the company, departments at all levels report business plan in the annual budget objective range. Reporting an application when any business occurred, then reimbursement can be done after the company's auditing and approving. The thesis described the process of design, exploitation and achievement of the system in details.The comprehensive budget management system takes Microsoft Visual Studio 2008 as exploitation platform, takes Microsoft SQL Server 2000 as database management system, applying C/S frame, tabulation is third-party control of Excel, completely and seamlessly support for Excel. The main function include system management, annual budget objective management, business plan applying, budget submitting, contract signing, expense reimbursing, chart analysis, budget report, tabulation management, etc.The system possess user competence setting, flexible and convenient, operation process is clear, budget control is restrict, chart analysis is intuitional and diverse, tabulation defining flexibly, etc. It has been applied at all finance departments of Qujing Mobile Corporation in seven counties, one city and one district, achieving the information management of the whole process of budget objective issuing, business plan applying, submission applying, expense reimbursing, and promoted budget ability efficiently.
