Overall budget management is one of the methods of management, through advance planning and rational allocation of corporate resources, monitor project funding, and help enterprises development. This work means the country is very traditional budgeting, the biggest problem lies in between budgeting, executive budget people, that the financial sector and the business sector are isolated, data sharing and synchronization adjustment, etc., inefficient, heavy workload, there are some obstacles. Modern society is information society, how the traditional budgeting based on the use of information technology tools to improve the efficiency of the budget, is worthy of study.Based on the deep understanding of financial budget in the power management system, the thesis aims to implement a comprehensive budget management system specially for the transmission and distribution system. The main objective is to thoroughly investigate the budgeting system of the Transmission and Distribution Construction Company of Ma’anshan, apply the advanced management concepts and implement the target budget management system using B/S infrastructure on ASP.NET platform. There are many steps in the process,namely, the management process,the preparation process, aspects of the process system and the system database design. Combined with a comprehensive budget management process, which design an important entity ER diagrams and data dictionary, is further broken down, and strengthen the various modules function, detailed design of the preparation, implementation, adjustment, and analysis module, explains the process in detail each operation.The results of this paper has practical value, which is the system allows the preparation of management from a static to a dynamic management transition will help to ensure efficient information security and management. At the same time, the system is done to maximize availability, scalability and maintainability combined and fully considered the principles of safety and standardization. The concise system is easy display and ongoing maintenance.
