Budget concept was proposed in early 1900 s, and adopted by only a few industries. In 1960 s, the concept of the comprehensive budget was widely accepted, and became popular in 1980s’ Western society. Today, the budget work in domestic enterprises is usually very complicate, and the managers cannot globally grasp it without an efficient budget. The main drawback of the conventional budget method is that the historical data cannot be aggregated which make it difficult to be shared among project participants because of the isolation among. It is a valuable study to make a perfect transition from conventional management system to new budget system in modern information & technology society.Based on the deep understanding of financial budget in the power management system, the thesis aims to implement a comprehensive budget management system specially for the transmission and distribution system. The main objective is to thoroughly investigate the budgeting system of the Transmission and Distribution Construction Company of Ma’anshan, apply the advanced management concepts and implement the target budget management system using B/S infrastructure on ASP.NET platform. The system allows the transition of management from static to dynamic, and provides high information security and high management efficiency. The target system has the properties of feasibility, scalability, and maintainability according to security and standardization principles. System is easy to use for the front-end display and post-maintenance.
