To June 19, 2009, there are 334 private general Colleges and Universities in China, of which 25 are undergraduate colleges or universities, these Institutions of higher learning occupying half of higher education in our country. In order to make the admission work of the private colleges and universities more scientific and modern, and improve the quality of the work of enrollment management, all the private colleges and universities are urgently in need of updating and improving the means for the enrollment management and establishing a sound and practical enrollment information management system, so as to reduce the labor intensity of the enrollment management staff, improve work efficiency and ensure the accuracy and completeness of the enrollment data.Firstly, we introduced the study background of enrollment management from private colleges and universities. Then, we studied in-depth in target needs of enrollment management, structure of college enrollment management, primary business process, data flow system, the function demand of system, etc. Those are on the basis of success experience of enrollment management overview both the home and aboard .Thirdly, we designed and explained the system network structure and the main function, the system safety. At last, we designed and explained the database table structure and interview based on the modeling theory and logic model of system database. Also the dynamic network technology and system technology road were introduced from the development methods.By analyzing the characteristics and detailed processes of the enrollment management of the private colleges and universities, this paper tries to design and implement an applicable enrollment management system for private universities, which includes Internet-based enrollment system overview and structure analysis, analysis of the system operation and function, cases of the system and model design, database design and data transmission, systems process control and user login, etc.In accordance with the features of the admissions management of the private colleges and universities and the needs of the system implementation, the designed system adopts the B/S network computing model based on Intranet environment. It also has designed a data transmission mechanism based on FTP and data agency. This system has such features as comprehensive content, scientific methods, powerful functions, friendly interface, simple operation, easy to learn and to use, better help system and so on.
