In this thesis, proceeding from the status of league building of the two-new-league, comparing the differences of the work mode between the two-new-league and the tradition-league, indicating the information system which was built from the work mode of the latter no longer meet the needs of the former. Base on the domain model of the tradition-league work mode to discuss the process of analysis and design of information system for the two-new-league. First, feasibility analysis, using the e-government domain model as the guide to build the counterpart of the tradition-league, listing general model of its domain; then making out the needs of the tradition-league and going forward to needs of the two-new-league, constructing the two-new-league business model based on the traditional-league domain model; the final step is to analyze the functional requirements of information system of the two-new-league, to define the roles, to identify business entities and sub-division functional module within the system.For there are too many sub-modules involved in the work of the tradition-league affairs, this thesis only discussed four main modules in detail, namely the establishing organizations of the two-new-league module, the holding member activities of the two-new-league module, the recruiting league member module and the transferring organizational relationship module. The first two modules of which have large differences in work mode between the two-new-league and the tradition-league, the latter ones are the most frequently used modules in league affairs. By the object-oriented thinking in this thesis, analyzing and designing the four modules which are mentioned above. First of all, with the activity diagrams of UML describing the core processes, with lanes allocating the workflow steps to the corresponding department who implementing their duty steps; And then with class diagrams and object diagrams showing the static model for each of the four modules, identifying the important entities in the sub-module, and analyzing the relationship between entities; finally, with the sequence diagrams expressing the dynamic model for illustrating the interaction between the core entities and the transmitting order of those relay messages.The last chapter summarized the tasks which have been done in this thesis, and briefly descript other relevant functional modules except the four modules discussed in the thesis, initially planned follow-up analysis and design tasks, looking forward the prospect of the league establishing affairs of two-new-group for its further developing. Appealing to build the two-new-league management information system whose functions are more and more close to the new work requirements.
