The transportation bottlenecks of the western highway, waterborne, railway and pipeline transportation are restricted by the western whills and mountains with the topographical ladder features. The important breakthrough of the western transportation is to develop air transport. To solve this problem, the Civil Aviation Adminstration of China issued the"National Civil Airport Layout Plan"to increase the total number of airport, adjust airport system and improve the functional position of the parts of airport.China is the member of International Civil Aviation Organization (ICAO) and use the"Convention on International Civil Aviation Annex 14"to guide the airport construction. In the"Convention on International Civil Aviation Annex 14", the airport security clearance must be firstly completed the evaluation before the airport construction. The question of the traditional cartography exists at slowly mapping, not repeatedly used, complexly calculating, low precision result, the user can not obtain other necessary information, and not directly determine whether the height gauge, although the traditional cartography directly read out the flat position and height of obstacle in the clearance limit surface map.In recent years, some new technologies were introduced in the safety evaluation of clearance, and some evaluation methods were developed based on these new technologies. But the complete evaluation system was not formed because the perfect mathematical model was not established and its software was difficult to carry out. After deeply understanding the requirements of laws and regulations on the clearance, the author finally select the limit surface with the level flight zone 3 and zone 4 and using class I Precision Approach Runway as research objective and analyze the charcter of the needed evaluated transition surface, inner horizontal surface, cone face, take-off climb surface, and approach surface. The mathematical model was established by exploiting the spatial analytic geometry of the obstacle control surfaces and a unified coordinate system. The limited surface clearance evaluation relationship was derived the established mathematical model. The accuracy of clearance evaluation relationship was verifed by compared the right results with the calculated results by input the southwest airport data into the established mathematical model.Based on the design ideas of software engineering, the authors decided to use Visual Basic language to design and develop the version 1.0 of the civil airport security clearance evaluation system. And the authors discussed the feasibility of security clearance evaluation system with the corporation southwest branch of the xxxx copration. After the feasibility verification, the authors completed the report of demand needed requirements. The required software modeles were designed by using Visual Basic language. The event-response property of the Visual Basic Language Active was established through setting the properties of the Active. The softwre works smothly through exploiting the event-driving properties of the Active. The software debugging was carried out combined with the correct evaluation results and the calculated results obtained by repeatly input the real data of southwest airport. Finally, some good experiences and practices for future maintenance and upgrade are obtained by sorting out the software development process. The secondary development of the civil airport security clearance evaluation software and its related software depth development are given reasonable future.
