Reviewing, summarizing and prospecting China's Government E-government system development, adopting the experience and lessons learned during this system development, and exploring the regulars and rules of e-government construction, all these are great benefits for e-government's'rational construction and fast marching'. It is helpful to improve the efficiency of government agencies by speeding up the building of e-government system.In this paper, through analysis of the status of the special equipment safety e-government systems, combined with specifications of information management about the special equipment industry safety production from the Bureau of Quality Supervision, as well as the professional features of special equipment manufacturers, the Quanzhou Special Equipment Safety E-government System is designed and developed. The author is mainly involved in the contents as follows:1. Investigate on the needs of staffs from Quanzhou Bureau of Quality Supervision; understand the work of special equipment safety in production-related businesses; assess the construction plan of the e-government system and its necessity and feasibility of the related technology; do an in-depth structure analysis of the system and form a complete system requirement specification.2. Based on the technology of large database structure, complete the organization and storage for the geographical information and data.3. According to the system needs analysis, complete the corresponding query and accident query module development.4. Use the software reliability models to do the reliability assessment. Analyze the reliability of whether achieved the desired requirements through the system functional testing, interface and usability testing, data and database integrity testing, security testing, configuration testing and load testing.Research on the system construction is mainly based on the following points: 1, reliability; 2, rationality; 3, ease of use; 4, high-performance, advanced; 5, easy maintenance; 6, portability; 7, high security; 8, scalability.Based on the principle shown above, with the joint efforts of the other team members, the development and implementation of Quanzhou special equipment secure e-government system has been completed successfully. The system not only effectively manages the city's use of special equipment and special equipment manufacturing enterprises, but also helps the Quality Supervision branch to complete the corresponding work on time through the timely warning analysis system. Intuitive understand and check the daily supervision of the special equipments of the regional branches, effectively play the role of a preventive measure to the occurrence of special equipment accidents.With the limited administrative staffs and the increased supervision objects year by year, through a combination of information technology, development and usage of this system, it is not only to be able to complete the administrative oversight functions of the Quanzhou Bureau of Quality Supervision, but also improve the administrative efficiency to some extent.
