Rural Information Dissemination Disaster Emergency Mechanism

Ever since the earthquake in Wenchuan, Sichuan province, on May, 12, 2008, the rural disaster areas have got into trouble.The villagers suffered a lot from the earthquake and many of them have difficulty in making a living. In the course of reconstruction, the villagers haven't been organized well enough to help themselves and they may live a hard life in the coming year. The rural areas are instable.According to our analysis of the rural areas after the earthquake, we find out communication block is the key factor for various issues in the rural areas. The information dissemination from mass media can't meet the villagers'demands. Meanwhile, the rural cadres are poor in information collection and their information is lack of credibility among the villagers, which has led to the slow development in relief and reconstruction.On the occasion of disaster, the effect of information communication just lies in ensuring the open and efficient communication among government, media and villagers and reduce the disaster to the mixium. Therefore, study on rural communication in emergency response seems essential.To help the villagers respond to disaster, we must establish a communication mechanism in the rural. This work adopts field research on the basis of communication, management and economics theories. In hope of helping the villagers, we suggest constructing an emergency communication mechanism in the rural areas.
