In recent years, E-government construction in China begins to tend to the high-level development of interactive information networks among the departments, between the government and public. The construction of this information Systems based on B/S is an important part of information interaction among the departments. Depending on the particularity of government affairs, This System shall features higher security, easy maintenance, strong expandability, standardized data format, complete authorization measure, higher confidentiality of key data, higher efficiency of system process, higher parallel controllability and diversity that can adapt government affair process operations.Compared with the government OAS's architecture and development approach used generally in China now ,based on research background of information related platform for Financial Street Holding's application of E-government, We give a general design method and implementation ides for OAS based on micro B/S architecture technical platform. Base on the objectives and principles of OAS design, Combined with the demand analysis of modern government office, and by means of technical analysis and advanced B/S development mode now, enable the system to have higher uniformity and expansibility.The system analysis and design shall be according with the principle of SE. Analyze the user's demand, the generally complete system modeling, finally implement the system. How to apply the design philosophy of multilayer architecture technique to technical system design of system shall be address so that the adaptive capacity of software.The research results herein have be applied properly to the actual projects. This has effectively implement the resource sharing; effectively improve the efficiency and quality of departments, and enhance the administrative and service level of the departments.
