An application terminal of the IC card is an application-orientated portion in an application system. The performance of the application terminal directly relates to development and popularization of the application of the IC card. The application terminal of a traditional IC card mainly takes a PC as a subject for externally-connecting a card-reader of the IC card to realize the application of the IC card through various communication interfaces. With the development of information technology and the perfection of wireless communication network, mobile terminal gets a widespread development space, so that the application terminal of the traditional IC card cannot meet the increasing demands in the mobile field. With respect to this situation, this paper designs a hand-held IC application terminal based on an ARM9 processor and a Windows CE operation system, interior of which integrates a read-write module of a non-contact IC card so as to realize a read and write operation of the IC card. This terminal extends a GPRS wireless communication module in order to meet the demands of data transmission in the mobile application. Moreover, this terminal has plentiful functional modules and adopts the Windows CE operation system which can conveniently develop applications in different industries so as to meet application demands in different industries.This paper firstly determines the realization manners used by each main module in this system by analyzing an embedded technology, a GPRS technology and the current situation of research and application of the IC card technology that are closely related to the theme in this paper, then introduces functions of the application terminal and the general structure design of a hardware platform by taking an embedded system design process as a mainline, and explicitly introduces a circuit design of each hardware module that takes a S3C2440 processor as a core, wherein the design includes a S3C2440 minimum system, a storage system, a GPRS module, an IC card module, an interactive module, an Ethernet module and so on.In addition, this paper analyzes a software design method in which a process and a design method of Bootloader, and characteristics and composition of the Windows CE operation system are described, then illustrates a method of making the Windows CE operation system by Platform Bulider and how to download the built operation system to the hardware platform, and finally introduces a development model of the Windows CE in a driver, a development circumstance of Windows CE applications, and a method of developing, debugging and downloading the applications by taking Visual Studio2005 as an example.
