Since the end of the twentieth century, media convergence and Industry Convergence are being trends of world's media industry, a reform of Media regulatory system is taking place in the world. Mobile media is a new media with Cross-media and cross-industry. It merges newspaper,radio,TV and internet,even telecommunication. It is becoming from Interpersonal communication tool to the mass media, and has been an important way of getting information and entertainment, even is known as"fifth media"by the scholars. Mobile media makes all kinds of media forms increasingly blurred boundaries. Telecom operators enter the fields of traditional medium,The fight for the right to operate and regulate mobile media has been an obstacle to it's development. The existing media regulatory system does not match the mobile media any more, and doesn't deal with the media convergence trends. At present, while there are some academic studies about the mobile media, but they are still in the shallow stage of the phenomenon described. Comprehensive analysis taking into account media convergence,industry convergence are rare.Based on the need for China Mobile Media regulatory system's innovation, this paper, from the media convergence,industry perspective, introduces the mobile media's emergence development and status, focuses on analyzing the mobile media bottlenecks of regulatory system, And refers to the experience of new media's regulatory system in the other countries and regions. Finally, it provides scientific,rational,practical advice and recommendations for the adjustment and improvement to Mobile Media's regulatory system.Through research and analysis, I believe that: It is very important for the development of Media Industry and reform of government Administration to reform China's media regulatory system. In the Period of media convergence and industry convergence, the government's media regulatory system is facing: regulatory philosophy behind the times, Blurred boundaries and scope of regulation, inefficient regulation of regulatory authorities, lack of stability in the areas of regulatory expectations. Therefore, China's media regulatory system should adhere to the principle of advancing with the times, and coordinate with the world's trend of convergence of the media industry. China's media industry's regulatory reform should hold on: the principle of integration regulation;The principle of technological neutrality ; classification regulatory principle;dynamic regulatory principle. Under the premise of this principle, in order to adjust and improve the mobile media's regulatory system, we should vigorously promote the convergence among the broadcast,television networks,Internet network,telecommunication network;speed up the construction of industrial integration's laws; reorganize the regulatory agencies and establish independent regulatory agencies ;innovate media's regulation technology tools and so on. So china's media regulatory system will be in harmony with the media industry development.
