From Media Convergence To Regulatory Convergence: A New Construction Of Taiwan's Communication And Communication Control System

The spread of communication refers to the transmission of sound, video, word and data by means of wired device, wireless device, satellite and other electronic devices. It has been present in every aspect of our daily life. By integrating the telecom, communication and information into a whole, it has exerted profound influence on the modern life and production. Hence, the spread of communication and development of relevant system is worthy of further research.By employing the literature analysis, historical research and case analysis, this paper is devoted to discussing the reconstruction of the regulation system aimed at the spread of communication in Taiwan since the new century.It is found that the reconstruction has been set in a specific background. The regulation of the spread of communication in Taiwan has switched from the absolute regulation in the martial-law period (1949 to 1987) to the removal of regulation in the post-marital-law period (1987 to 2000). Since 2000 when the political and economic globalization started to prevail, the internal society of Taiwan has been faced with the rotation of ruling party. The communication industry in Taiwan has moved towards being liberal, private-owned and less bureaucratic. Because of the integration of media, the mode of different regulatory organs in charge of communication, telecom and information respectively has been flawed in the imbalance between authorities and difficult coordination. In consequence, it has seriously undermined the work efficiency and industrial development. Hence, it is quite necessary to restructure the regulation system. One major goal is to set up an independent organ called “National Communication Committee (NCC)”. In this regard, the administrative council of Taiwan has been transformed accordingly. After a series of reforms targeted at information bureau are carried out, the NCC is finally established.Since the establishment of NCC, the business related to spread of communication has been handed over to NCC for overall disposal. From the perspective of economy, it has controlled the natural monopoly, promoted the fair competition and utilized the scarce resource effectively. In addition, it has also avoided the external diseconomy. In terms of society, it has facilitated the social policy, safeguarded the fairness and justice as well as made the service more accessible. However, due to the instant change in the industry and the hasty foundation of NCC, it has also led to some conflicts regarding the selection of commissioner, the authority and duty as well as the independency of decision-making.
