Digital Library Intellectual Property Policy Studies

In the era of knowledge-based economy, the main work of digital library change to the using and developing information resources,which promoted information resources towards knowledge resources. It must be linked with the contradiction between the protecting intelligent property right of information resources and assurance the right of citizen obtaining an information and the right of being educated.Therefore, researching on the intelligent property right policy of digital library of national organization,region and countries, this paper aimed at developing the using and developing information resources, and established principles of formulating intelligent property right policy of the digital library,established a more perfect digital library intelligent property right policy system. It was expected to make a better internal and external policy environment for the building and developing of digital library.
