With the rapid development of information and communication technologies, the information dissemination channels are increasingly diverse. The media environment and the pattern of public opinion in our society are undergoing great changes. Modern public opinion is composed of three primary factors, which are the media, the public, and the government, the interactions between which directly impact on the construction of public opinion. In the public opinion construction, government is dominant. Through media, the government passes its sound, guides the public and regulates society. The public is the ultimate recipient of information, and is the final objective of government service. It also needs the media to get information, express opinion and supervise the government. Between the public and government, the media is the most important intermediary, carrier and platform. It serves and guides the public, and also supervises and impels the government's policy and decision making. Especially, the network, a new media, realizes the government-public bidirectional communication. Dynamic balance is finally achieved by interdependence and mutual restraint of these factors.Through interaction, the credibility of the government and media both get a boost. The internet supervision by public opinion, and the network in politics normalize gradually. Traditional media and new media work together to show the strong influence of public opinion. These phenomena indicate that the positive interaction of media, government, and the public, is creating an environment conductive to China's social development and harmonious public opinion.
