However, the sci-tech periodicals of our country under the background of transformation have serious lag problem in the current management system, periodical of science and technology policies and regulations can not adapt to the current situation, existing a lot of problems.According to the reformational practice of science and technology periodical in China, making the most appropriate policies and regulations for the development and expansion of the periodicals of science and technology in China can help our current science and technology periodical publishing out of a variety of difficulties caused by transformation.It can also help to promote our country’s sci-tech periodical to develop healthly and It has very important real significance and long-term historical significance in accelerating the development of science and technology.This paper makes full use of the foreign periodical’s mature management mode and the experience of making policies and regulations, on that basis to deeply study the present situation of our policies and regulations of sci-tech journals, and compare with the current situation of foreign periodicals of science and technology policies, in order to find out the differences between domestic and foreign policies and regulations. This paper also think about what foreign policies are really worth our country to draw lessons from.Chinese science and technology periodicals have strong timeliness, lots of species, huge quantity, fast transmission and wide range of dissemination. Technicality and no profitability is the basic attribute of sci-tech periodicals, but also the particularity of sci-tech periodicals in socialist market economy system of our country. The scientific and technical journals in China can be divided into public journals and profitable journals, and in the enterprise restructuring, the two kind of journals in the transformation process are different, the difficulties they facing are also different. Especially the transformation of academic journals will have more survival difficult problems in the future.In view of the actual condition of sci-tech periodicals, need to make appropriate policies and regulations, however, the existing policies and regulations don’t fit in with the problems of the actual situation. In the management system, there are problems emerged from in charge of the host system and from the examination and approval system, especially the monopoly and the resulting ISSN problem. In the economic support policies, the strength of tax break is weak, the strength of the investment and financing policies is weak, the investment and financing channel is blocked, and the effect of investment and financing is not good. China’s investment and financing mode still imprisoned under the planned economy system. In the industry policies, the role of publishing industry association is not really played. Our publishing industry association is still in the regulation of government. The associations lack the correct understanding of its status and function, and also lack the management initiative. There are other problems existing in the policies and regulations of sci-tech periodicals, such as copyright protection policies is still difficult, the international publication cooperation policies are still not open, the development planning of sci-tech periodicals is made slowly, and so on.According to the externality theory, contemporary public management theory and the theory of property rights the three theoretical basis, respectively, to the inelasticity problems that existing in the enterprise restructuring process, on the basis of summing up the experts and scholars’ ideas, puts forward the ideas and suggestions of countermeasures, gives strategies and suggestions mainly in reforming the publication management system, improving the relevant laws and regulations, improving the economic support policies, strengthening the role of industry associations and improving the periodical protection policices.In the management system, we encourage the periodical publishing unit to stand on one’s own business, cultivate the sci-tech periodical market,differently select the registration system or the approval system, or use the pilot method to try out the registration system, unlock the ISSN system, take "the main sparse to block, supplemented by" management methods, don’t recover those scientific journal ISSN that have been revoked or suspended, establish science and technology periodical issue management system, using the system platform for the preparation of finishing journal ISSN.In related laws and regulations of the sci-tech periodicals, our government should formulate the special law of sci-tech periodicals, improve the sci-tech journals related to a variety of supporting legal system, such as perfecting the sci-tech periodical copyright protection, market even bargain, issuing, content management and other aspects of legal provisions. Our government should also formulate the laws and regulations on the aspects of publishing industry investment and financing and the foreign trade of journals, increase pair of science and technology periodical law enforcement and promote the publishing management function transformation.In the economic supporting policies of sci-tech periodicals, our government should give the publication fund to the public sci-tech periodicals, implement the investment and financing policies to raise funds for the management of sci-tech periodicals. For various types of periodicals of science and technology, our government can carry out the preferential tax policy, increase tax incentives, lower tax rate, reduce the categories of taxes, get through the channel of investment and financing to establish a diversified investment and financing system. Our government also can expand the scope of government funding, establish the financing conditions in the way of formulating the rules and regulations, establish various funding system, and implement issuing cost of concessions to sci-tech journals.Our government needs to enhance the function of trade association, play the trade association’s role of stimulativing sci-tech periodical market and orderly competition and coordinating the relationship between publishing unit, from the side to help the Chinese government on the periodical publishing industry administration.Our government should promote sci-tech periodical property protection policy and international policy, accelerate the development of periodicals of science and technology development planning.
