According to the developing form of the state radio and television system,urban television market space is limited to the cities and counties administered the township.Geographical and policy constraints and their own other limited reasons such as resources and strength,all these caused the cracks in the plight of below subsistence level.Urban televisions use teleplay as a motor of audience ratting.But it is clearly not a wise choice to rely on teleplay to achieve competitive advantage.Television news is the only foundation of the survival and development.Jiangsu TV's "Nanjing zero distance",the Nanjing TV's "live in Nanjing," the two civil News columns supporting a viewpoint,"the main line with local characteristics of the reform and expansion of television news,the urban television station gain an important place for their survival and development,In such circumstances,the majority of urban television station put "the civil news" as a breakthrough of the "flagship brand." Almost at the same second,"the civil news" blossom everywhere, as a "phenomenon."In January 8,2007,the News channel of Zhengzhou TV station entirely reformed,and started a comprehensive reform.The aim is use the local press and the civil news primarily,to find a change in the current plight of the new roads,in practice its intention increasingly clear which is "support TV" and "the civil news to support TV".Whether the urban TV station can get a way in such a competition by the civil news? The practice of Zhengzhou TV station may be able to provide us with some new ideas or effective way.In another word,their concepts, their record of practice and scanning themselves may be a test and supplement on the television news communication theories.
