With the purpose of supporting sustainable development of Chinese science and technology, types of science and technology projects have been established in our country, and science and technology management department at all levels also have set up many project management systems. These systems are managed independently and operated closed, which lead to many problems such as information silo problem, systems are hard to harmonized, and so on. In order to establish a technology evaluation service platform, which integrates evaluation and project determination, implementation and supervision and achievement proliferation into a single whole, these science and technology project management systems, that is legacy systems, are urgent to be transformed into a system which is cross-platform, loosely coupled, open and can meet the requirement of scientific management.According to the transformation goal of legacy systems, after analyzing the existing science and technology project management systems and problems exited, a SOA-based reconstruction layered architecture of legacy system is proposed, for the architecture, function and structure of each layer are designed, as well as the relationship between layers are illustrated. In the paper, the key technology of how to realize services encapsulation of the legacy systems is researched, and the strategy that encapsulates the services hierarchically is proposed, which encapsulate the legacy systems from data layer, business layer and services layer respectively, moreover, the encapsulation technology of each layer is researched, and an encryption scheme of the service application layer is designed to ensure the safety of services. Finally, the reconstruction scheme is applied and examples are given to illustrate hierarchical design, path combination, registration and deployment of services.Applications show that the SOA-based reconstruction scheme of legacy system proposed in the paper can hold the existing systems' functions and data resources. After reconstruction, the system can realize the transformation goal, and meet the purpose of transformation and reconstruction. The scheme has a good reference value for the future similar transformation of e-government legacy systems.
