With the intensification of the international competition, our nation attaches greatimportance to the ascension and increases the investment. The innovation of science andtechnology system is imperative, and the imformatization is an important aspect.Shapingba District is a large scientific and culture district of Chongqing Province, whilethe industry of science and technology is the core competitiveness of of this area. But itis carried out operating manually under the existing management methods of Shapingbadistrict. The project requires to be audit and demonstrated by layers, applications arefilled and delivered by hand, exchange of views by the relevant parties is inconvenience,the statistics and analysis of the information is difficult, but also the preservation andmaintenance of files is a major problem under the traditional management way. Insome specific operations, there is not a standard specification or operation process, eachdepartment manages in a different way, which most of the opeations done by the humanexperience. Therefore, the establishment of the regional informationized science andtechnology’s service and management system for standardized projects managementand centralized data storage and analysis of information is necessary.The research and implementation of the science and technology’s ervice andmanagement system are built on the engeering background of major project InformationIntergration Platform of Shapingba District. As a key part of the platform, this systemassumed the technology projects’entire life cycle from project application to implementof Shapingba District, as well as other technology services like patents, businessincubators and so on. Meanwhile, this system undertakes these tasks of informationstorage and transformation, statistics and report generation, which strengthens themanagement and improves effiency.Through the research and analysis of advanced management systems, it determinesthe overfall functional architecture by using an international andvanced projectmanagement method, combine with actual needs and work content of the Science andtechnology commission. Then it designes the detailed functions, business services andspecific operating procedures of each stage in project application, establishment,implementation and conclusion, as well as other services like earthquake evaluation andpatents Incentives. The system in this article using MVC pattern based framwordStruts2and JAVA based persistence framework Mybatis to set up the main structure which reduce the coupling between modules and strengthen the code reusability, andusing Struts interceptor mechanism to achieve the data encoding, paging and otherfeatures. By using BMPN2.0based workflow engine Activiti to implement the complexoperation process and data statistics. In the deployment stage, use virtualizationtechnology to builid a deployment environment, virtualize the physical machines andbuild the management platform based on security cloud. Then, deploy multiple virtualmachines to create the front servier and web server cluster based on Apache and Tomcat,achieve the balancing strategy based on Round-Robin, weight loaded algorithm.
