3G is an abbreviation for the 3rd Generation, which refers to third generation mobile communication technology. 3G communications network is an open system with the complexity of business operations. When providing a business, it may need the co-ordination of multiple services and even a number of operators as well as service providers. Therefore, the complex value-chain brings about a complex business model, which gives a higher demand to the 3G charging system. As one of the core competitiveness of telecom operators, the charging system somewhat determines the operator's operations as well as influences the development and popularization of 3G's speed and quality in our country. Therefore, it is very important to develop a charging system which can deal with a variety of complex data operations supported by 3G communication net effectively and timely.The design and implementation of 3G charging systems (billing and inquiry part included) in this dissertation is accomplished with some advanced technologies such as JSP, Servlet, JavaBean. It also combines the other relevant J2EE technology with the MVC model. The dissertation implemented the circuit-switched domain charging (the main part of language-call), the packet-switched domain service charging (the main part of the GPRS), and the value-added services domain charging (MMS as an example in this paper). The system also solved the problem of the real-time updates of users'balance and provided the corresponding interface for the user to inquire. Users can acquire the information of the money they have spent and the remaining part. Meanwhile, during the process to the design of the system, I also put up with my own solution to the organization of JDBC database, implementation of MVC pattern in the system, the design of database background and other issues.At the detailed designing stage, in view of the various charging types and activities according to the characteristics of 3G which are provided by market department of current operator, the charging system developed in this dissertation can support these things effectively and efficiently. It can manage complex charging situation in view of various scenarios. In voice charging part, it included such scenarios as calling, called, local, long distance, and roaming. In packet-switched domain charging part, it included the different rates between the up volume and the down volume. In value-added services domain charging part, it divided the charging scenario by article charging and flow charging.At the same time, the charging system designed by this dissertation can deduct the cost of a variety of services accurately and timely, allowing the successful revenue settlement of the content or the merchandise provided by the operator and partners. In this way, it can assure the legitimate interests of operators. While designing the class and the function in the calculation of the rates, the conception of component-based modular are widely used. This dissertation also well embodied the usage of software engineering concept during this process.
