In telecom industry, IP server service plays important role, and for providing thisservice, IP monitoring charge system is demanded. IP charge system can monitor voiceserve, SMS service,3G service, etc. Plus, it provides fee management, data flow query,contract management. After years development, IP charge system now is a core systemin telecom industry. Conventional telecom systems are implemented by basic, simpleweb technology, they work fine in narrowband network. By the raising and growing ofadvanced web technology, such as AJAX, conventional IP charge system needs beimproved. The demand of RIA(Rich Interface Application)-based new IP charge systemis growing.This paper analyzes the requirement, function and structure of IP charge system,proposes a J2EE-based IP charge system. Discuss about how to build a telecomcharging system by applying J2EE. Whole paper is divided into different chapters asrequirement analysis, function design, system design, coding, testing and evaluation,according to the standard software engineering procedure. This paper mainly focuses onrequirement analysis, function design and system design since these three parts are moreimportant.This system adapts MVC pattern, and is implemented by applying J2EE, popularframeworks like Hibernate, Struts and Spring were used to build this system. Ajax isalso used for improving user experience. This project is part of PolyStar’s FutureTelecom Charging System (Jupiter), so a lot PolyStar digital resource was used in thissystem. For protecting PolyStar’s property, there will be no details mentioned in thispaper.
