As one of the most effective tool to improve the effection of companies, cooperations, universities and hospitals, OA has been widely used in the daily work. Meanwhile, the research based on OA is the hot point of management system today, which focuses on developing new development model, technical route and test methods. So far, our mainly development route is using eclipse as java development tool, dreamweaver as jsp development, tomcat as server, and SQL 2000 as database tool. What's more, the other hot point should be based on Lotos/Notes. The OA mentioned in dissertation is development totally based on a new development method after extracting useful methods of different development languages.OA (Office Automation Management System) for management of day-to-day work of the utility meter-reading fee, statements generated, the cost of the provision of adequate means of information and quick enquiries. Its development mainly is to the establishment and maintenance of databases including background and the development of two front-end applications. Delphi 6.0 and the use of object-oriented software development tools, the establishment of strong integrity, good safety database developed functions, easy to use applications. After debugging, Translation and the realization that the process friendly interface, simple programming style, using up aesthetic generous, convenient user-friendly. In particular system "statements generated module" function greatly reduce the workload of staff, and to the rapid, accurate, and other advantages replace manually operated, and enhanced power management efficiency.Most of the system's test starts from testing the information interface, applying p2p to monitor and test the resources usage and data travel among all the modules after run OA system. One of the most important point of OA characteristic is UI which shorts for user interface. For OA, the design of system needs to consider the final customer and their convenience to operation, as well as the exception handle mechanisim. OA uses database itself to handle the data informtion's redundancy and operation which can decrease data staying a long time in system effectively. After a period of monitoring and comparing OA with other management systems, it has been proved that OA has strong stability and good UI which are also the original purpose of OA, while for the system's improvement, developers'main task should be improvement on effection, stabability and UI of OA in a long time. This should also be a further direction of research.
