An evaluation of the development costs on a software project is a key element to its success. More often than not, over-evaluation prevents software developers from a competitive advantage forbidding on projects or otherwise results in wastes that surpass costs if the bid is luckily won. Meanwhile, low evaluation values are likely to become incompatible with the costs required, deferring the progress and undermining the project development objectives to a certain extent. Worse, the project development may even end in failure at the long last. Challenged with difficulties to evaluate development costs, the middle-small sized developers are generally shy of a set of reliable and objective measurement methodology on cost evaluation, for which we see an imperative in the market.This study attempts to estimate software size by using the function point and quantify work competence of the project developers. With the aids of Taguchi parameter design methodologies, in addition, a set of stable and reliable statistics reflecting software development costs is expected to be quickly accessed as reference for project managers so as to accordingly develop a prediction pattern. Compared with traditional software size metrics such as code lines computing, Function point method combined with Taguchi method characterized for the fact that few experimental combinations lead to the acquisition of useful information appears to be more practicability and easy to use.
