Project cost management is an important content of project management, effort estimation is an important basis and foundation of the project cost management. In software development projects.in order to make the project schedule controlled, effort estimation is a must. Software project effort estimation is evaluated in the scale of software for input. With the software scale becomes larger,the traditional estimation methods used to estimate the large-scale software project effort, often constraints on personnel experience and subjective will, lead to the estimation result and the actual result has bigger difference. To reduce the estimation deviation, must be objective and scientific evaluation of the software scale.This thesis analyzes, on a software development project, the relationship between the software scale and effort estimation, discusses common software scale estimation method and effort estimation techniques, analyzes and researchs the function point analysis method and COCOMO II model, discusses the theory and implementation steps of the two methods. In Payment information statistics and analysis system software development project management as an example, describes the construction of the project background and the system function, in-depth analysis of the project bank software development project features. Proposed in the proposal stage, facing the accurate estimation of workload is very difficult problem. The author introduces the FPA method and the COCOMO II model, in the early stages of a project, the use of FPA method to evaluate the software scale, estimate the project effort and schedule using COCOMO II model, and compared with the actual work, show that the method is effective to estimate.The research results show that using the FPA method and the COCOMO II model is successful in the application of payment information statistics and analysis system development project, and provide reference for software development projects of the same type.
