This thesis has finished the whole design of Energy Management System(called EMS in the following) based on "embedded system" for machine-room ventilation & air regulation controlling. Through the use of advanced EMS technique and application of high ability ARM chip, the total electric consumption of the communication equipment room has been saved by 40%. Thus in the same area this technology has reached the highest level in our country.In this paper, the current situation and related control methods in the EMS system have been firstly introduced and the direction & trend of future development is also analyzed.According to the characteristics of communication equipment room, a new method of introducing outdoor air flow to regulate room temperature was proposed. With this method, the cooler outdoor air is introduced automatically into the room by the fans. The best result can be achieved by controlling the number of running fans and their size for air input. If the temperature of outdoor is higher than in the room, energy-saving can be realized by effectively running air conditioner.All these logic control relations have been fulfilled by hardware and software. Main regulation functions are achieved by software. The detail realization processes have been described respectively in each part of this paper. At the same time special skills in using ARM chip and developing uC/OSII operation system as well as the whole system design scheme are also given.With this work, several new ways for similar design have been presented, including many precious experiences. The most important one is: only advanced control ideas together with powerful software controlling technique can make the project great success.
