| Blog Medium is a type of brand new Internet medium which is combined by mass media, communicational media and community media. Because of the advantages of free charge and low technique, blog has become a "personal medium" that is available for the public. According to the Statistic of the Network Development in China published in January, 2009, there are almost 54.3% of the netizens possess their own blogs. Blog has set up a personal public place for the netizens to express themselves and communicate with each other in the virtual world as well to against the traditional media with rebellion and deconstruction."What influences a country's government and its people's fates? The guidance of public opinions lead the way." It is undoubtedly that the traditional medium is the strongest power that leads the way of the public opinions. However, it is only the opinion of a small account of people, and it is these people that lead to the situation of a landside opinion. With the emergence of network development, the power of network opinions could not be ignored, and blog's function of guidance is gaining more and more attention from society. The raise of blog has helped reconstruct people's right to speak. Meanwhile, the blog's function of guiding the public opinions has been more and more emphasized after it gained an enormous success during the Two Conferences of NPC and CPCC.
