Design And Realization Of Taxation Performance Management System Of State Administration Of Taxation Of Zaozhuang City

Performance management is a modern management method. It can not onlypromote enhancement of organizational and individual performance, but also promotethe management processes and business process optimization. Ultimately it ensures therealization of the organization’s strategic objectives. Performance management appliedto the national tax authorities can help foster the job culture of "the pursuit of excellencein performance", enhance the sense of team unity and cooperation and mobilize theenthusiasm and creativity of the National Tax cadres. It also can help ensuremanagement-oriented scientific and accurate, manage resources with a reasonablemanagement and management process transparent. It also can help ensure system-wideto enhance management awareness, improve the quality of management, and improveorganizational performance.This dissertation analyzes the functions of the system based on the full analysis ofthe status quo of Zaozhuang city national tax performance management andcomprehensive customer demand. This system for the assessment of the main city(District) board is divided into six modules:(sub) bureau of performance appraisal,performance assessment of departments (Audit Bureau), the performance appraisal ofstaff positions, appraisal management, appraisal inquiries and system maintenance. Thedissertation makes detailed requirement analysis for each module, and on the basis ofthe analysis describes the outline design for the system. Considering the structure ofseveral mainstream designs the system determines to use the J2EE technologyarchitecture, using the MVC model, oracle database for data persistence layer to achievethe performance management system. The system uses iterative development in thedevelopment process, and each module is organized as a series of short, fixed length ofsmall projects. Each iteration includes requirements analysis, design, realization andtesting. Customer feedback refines demand, and a new round of iteration begins.Through this system, Zaozhuang city national tax performance management has aneffective solution to the following aspects of the problem:First, it realizes integration of the index data storage. Tax performance management system extractions, loads and stores the indicators data, providing acomprehensive evaluation indicator data for performance management systemapplication and realizing integration index data storage.Second, it realizes unified assessment management system. On the basis of theexisting assessment index data tax performance management system integrates existingdata analysis and application systems and establishes a unified data analysis andassessment using existing rights management, indicators and assessment rules.Third, it provides a platform of assessment data analysis and use for managers. Taxperformance management system provides assessment data inquiries, statistical analysisand report processing functions for all levels of operation layer and managementbusiness, to achieve an assessment management platform of the application of flexibleand convenient, a variety of forms of output, the output results accurate and reliable andmanagement model to adapt to the needs.
